Opposition parties have demanded that the Government scraps Irish Water after an adverse ruling by Eurostat.

The EU agency says Irish Water is not receiving enough income from the public to be considered separate to the government and that this would still be the case even if all bills were being paid.

The government says it won't abolish the utility, or abandon water charges.

Róisín Shortall of the Social Democrats said Irish Water "clearly" needed to be scrapped.

"This thing just doesn't stand up," she said. "We have been making the point to the Government over many months that their figures don't stack up.

"It's time for the Government to admit they've made an unholy mess of Irish Water. Produce the figures and let's revisit the whole issue."
