British Prime Minister Gordon Brown is due in the North today to try to finalise a deal on the devolution of policing and justice powers.

The DUP is reluctant to agree a date for the transfer because it says no adequate financial arrangement has been put in place.

Sinn Féin claims the delay is as a result of internal divisions within the DUP.
