The Taoiseach, Bertie Ahern, has said countries with difficulties about a new EU constitution should compromise quickly, because agreement will become more difficult with time.
Mr Ahern was speaking in Rome after talks with Italian Prime Minister Silvio Berlusconi.
Mr Berlusconi was the man in charge at December's summit when negotiations collapsed in a row over voting rights between Spain and Poland, and Germany and France.
Mr Ahern has said forthcoming elections around Europe could make political decisions harder.
