A number of disputes with the International Rugby Board may harm their chances of co-hosting the tournament with Australia.

The IRB are unhappy that New Zealand are considering overlapping their national championship games at the same time as the World Cup.

The Kiwis were scheduled to host 23 of the 48 matches but that now appears to be in doubt.

New Zealand RFU chairman David Rutherford said: "I can't categorically guarantee you that we'll hold the Cup at this stage, but I'm more certain than last week.

"We just have to sort out the IRB's proposed compromise on the [national championships] where they've said that they will accept it overlapping by 10 days.

"We need to make sure that the venues that are proposed are suitable, and that's a process that's under way right now."
