The Minister for Public Expenditure and Reform has published a consultation paper on strengthening accountability and performance within the civil service.

Brendan Howlin wants opinions from all members of society on the civil service and says it's part of commitments made in the Programme for Government.

An independent panel, chaired by DCU Professor Kevin Rafter, will oversee the process which will come to an end in March.
