Labour has criticised the government for what it calls its failure to 'drive' the National Development Plan.

Speaking to the Leinster Society of Chartered Accountants, party leader Ruairi Quinn said the level of vacancies throughout the public service is the reason the plan has not been implemented in full.

He also accused the Taoiseach of being more interested in "his pet project", the National Stadium, than in the plan, the aim of which is to sustain economic growth.
