WABC reported that the plane hit a fence, but Mr Pentangelo said he could not confirm that.
Mr Pentangelo said the plane is apparently leaking fuel.
The plane is said to have had 149 people on board the aircraft.

The airport is now closed until at least 7pm.
Video appears to show the right wing of the plane sheared off.
Atlanta-based Delta Air Lines said the 125 passengers and five crew members are deplaning on aircraft slides and have been bused to a terminal.
It said authorities are investigating the cause of the crash.
The fire department said emergency responders are still assessing people, but any injuries appear to be minor.
The Port Authority, which operates the airport, issued an alert that read: “Due to an aircraft emergency at LGA, arriving and departing flights may be delayed or canceled. Please contact your carrier for information about your flight.”
