The IMPACT trade union conference begins later today in Ennis, Co Clare. A wide range of public sector issues, including pay, will be debated over the three-day conference.
General Secretary Peter McLoone is due to address the conference later, with Health Minister Micheal Martin speaking to delegates from the health division on Thursday.
The union will also launch new guidelines on workplace bullying on Friday. Other debates will include benchmarking, paid paternity leave and tax relief for childcare and pensions.
IMPACT represents over 40,000 workers in health, local Government, the civil service and semi-State sector.
