The total capacity will increase to 10,500 people, which will allow it to hold more games and attract concerts to the venue.
Local Green Party Councillor, Liam Sinclair, says it should be completed by 2022.
"It means that it is up to UEFA category four, which means it can hold any European match, including Champions League.
"More people can get into matches that are on there and it also makes it more accessible for concerts and festivals, so we will be actively trying to get more of that sort of event happening in this venue."
The Part 8 Planning Consultation has commenced on the proposed new North Stand at Tallaght Stadium, and the associated West Stand and South Stand alterations.
