The two people, a man and a woman, were reportedly shot a house party which broke coronavirus restrictions.
They say around 100 people were seen running away from the property.
The city's interim police chief Mark Simmons says its "a tragedy of epic proportions".
"Sixteen victims is unheard of for our community who, right now, are going through so much. To have to deal with this tragedy needlessly [because of] people who decide to act in a violent manner, is unfortunate and is shameful."
