A Government spokesman has said he is hopeful that a package of proposals

will be put to all the pro-Agreement parties in the next couple of days.

The spokesman said that while the Taoiseach is about to start a nine-day visit

to South America, he will not be "out of the loop".

Both Mr Ahern and British Prime Minister Tony Blair are said to have "a very good feeling" about what the document may contain.

Meanwhile, the Tanaiste said compromise on all sides will be necessary if any progress is to be made.

Ms Harney said Sinn Fein and the IRA needed to commit themselves to "the spirit and the letter" of the Agreement.
