Dublin county board chiefs are set for summit discussions with the football management team to decide on a possible inter-county transfer for former Fermanagh star Rory Gallagher.
The centre-forward is preparing for St Brigid's upcoming All-Ireland club semi-final but after that he's not tied to any county having severed his links with Fermanagh.
A vote on the issue was expected at Dublin's county board meeting on Monday night but didn't take place and a source said: "If it had gone to a vote I'd say it would have been around 50-50."
Lyons is likely to meet county chairman John Bailey to put forward a proposal which will be submitted to the clubs for ratification.
