EU ministers believe internet access should be available to all European Union residents.

Some 28% of residents in the EU have access to the internet.

EU ministers, meeting in Luleaa, Sweden, hope 43% will have access in four years.

Sweden's minister for industry, employment and telecommunications, Bjoern Rosengren, felt it was time to define the roles government and market forces could play in the expansion of internet facilities.

The ministers gave no detailed estimates of the cost to ensure that citizens have access to telecom services at a reasonable price.
