The Irish Council for Civil Liberties shas said that it is vital an independent Garda authority is put in place without delay.

The call comes ahead of a consultation seminar on justice reform, which will be attended by the Justice Minister Frances Fitzgerald today.

The establishment of the authority will feature high on the agenda as well as the Government's current reform plans for the justice system.

Director of the ICCL, Mark Kelly, said that the Minister needs to meet the targets she has set in relation to reform.

"What we'd like to see coming out of the seminar is a very clear sense from the Minister that her ambitious timeframe for the creation of an indepednent Garda authority, which is the end of this year, is going … ahead," he said.

"She announced very recently in the Dáil that there are more than a dozen bills which she's hoping to bring forward between the now and the end of the year."
