The British government is to publish a dossier of comments by Osama bin Laden which it believes definitively incriminates him over the September 11 terror attacks on the US.

It will include details from videos produced by bin Laden and circulated around the Arab world since the attacks.

It will also feature tapes broadcast on the Gulf TV station al-Jazeera, said Downing Street Director of Communications Alastair Campbell.

Mr Campbell said the dossier, to be published within the next few days, would not only prove once and for all bin Laden's responsibility for the attacks but also expose the emptiness of his claims to be fighting for Arab interests.

It will update and flesh out the document released by the government on October 4, days before the start of bombing in Afghanistan, which set out the reasons why bin Laden was seen as prime suspect, he said.

"I think it's time we gave a broad airing to some of the statements he has been making," said Mr Campbell.

"He has made a number of self-incriminatory statements about September 11. He has made a number of genocidal statements against Jews and Americans."

The videos include claims by bin Laden that killing Jews was a "top duty priority", that the murder of innocent people can be justified on "legal, religious and logical" grounds and that the September 11 hijackers were "blessed by Allah", he said.
